ENSI of Bourges is an engineering school with an education program dedicated to the Security of Computer Sciences (STI program). ENSI participated through the LIFO laboratory to several research programs such as the Sec@Si security challenge funded by French Research National Agency (ANR). During that challenge ENSI had two major competitors (EADS/Supelec Rennes and LRI/LIP6) and won the three rounds of the competition. The proposed solution is a complete Operating System, called PIGA-OS, providing in-depth end-to-end protections and supporting the major Internet usages (e-mail, web, e-commerce, e-banking, e-taxes, edition of documents,…).PIGA-OS uses the PIGA-MAC approach that eases the deployment of mandatory protections.

Several extensions of PIGA-MAC are proposed such as PIGA-Virt for protection KVM virtual machines or PIGA-Windows, developed in cooperating with the French Alternative Energies and Atomic Energy Commission (CEA), for protecting the Microsoft windows operating system. ENSI published several papers describing the different PIGA approaches and is developing different environments for protecting Clusters and GRIDs in cooperation with the French CEA. ENSI aims at better protecting different distributed systems such as Cloud infrastructures.



INRIA, the French national institute for research in computer science and control, operating under the dual authority of the Ministry of Research and the Ministry of Industry, is dedicated to fundamental and applied research in information and communication science and technology (ICST). Innovalia Association is a an independent private Associated Research Lab, established by a group of technology-based companies that are all highly aware of that innovation, as an inherent business process, is a necessity for maintaining competitiveness. The Innovalia Association serves as a mean for articulating critical mass to successfully address the ambitious and long-term research objectives of the associated companies. The association was founded in 2002, sprung from Innovalia, which is a strategic alliance of companies with more than 20 years of collaboration in research and innovation. Innovalia allied companies have participated and headed numerous research projects, funded on a national, international or bilateral basis. The BiscayTIK Foundation belongs to the Regional Government of Biscay (Basque Country) and its main focus is to modernize local computer systems of town councils of Biscay, to bring New Technologies closer to citizens and to turn Biscay into a worldwide reference in the field of electronic administration.

Through this objective, BiscayTIK becomes a technology partner with local administrations, which are often forgotten by the electronic management systems. The goal is to provide them with the latest technologies in order to modernize their internal management and to offer citizens the best possible service. Therefore, there is an ambitious project for the development of the Information Society in Biscay. But the project is much more than this, it is an example for future work in this area of knowledge, and it is a hot-bed to start up new initiatives around e-administration.

Traditionally, town councils and other local administrations in Biscay have used computer applications as isolated data islands, that is, there were numerous databases without any sign of integration between them. To solve this problem, BiscayTIK has created a tool for integral local management to cover every computing need town councils may have. We used a solution with a single data model and a total integration of applications. Thanks to this system we are able to deal with a procedure-based management, which is an innovative solution within the scope of local management. The computer system has a SaaS (Software as a Service) architecture that allows town councils to directly access services of the project without needing to install anything in their computers. The entire HW and SW infrastructure is centralized in the installations of the Regional Government of Biscay. Working this way makes the next step a lot easier, which is to offer citizens the possibility to do telematic procedures through their town council's web portal.

The new municipal portals, which fulfill Law 11/2007 on Citizens' Electronic Access to Public Services, are going to be a new interaction channel between citizens and the town council and will offer citizens the opportunity to do their municipal procedures using the telematic method. Moreover, these portals will be prepared to receive a double A (AA) accessibility certificate.

Through this mean, citizens will be able to do more than 100 procedures from beginning to end, access a catalogue of procedures or know the state of their procedures through the Internet, from any place, without needing to go to the town council, 24 hours a day, 365 days a year. The integration between the web portal for remote procedures and the tool for local management makes dealing with procedures easier, more dynamic and more efficient, therefore improving the quality of service offered to citizens.

Security of access to local portals will be guaranteed by the use of EV certificates (Extended Validation), which add an extra layer of protection and assure the ownership of the web. Law 11/2007 demands these requirements from the General State Administration, not necessary for Autonomous Communities or local bodies, but taken into account in this project to increase security.
